Find my below Section Access Scenario. Kindly let me know if you have any solution for below scenario

-1 Indicates ADMIN
-2 Indicates Region level Entitlement
Rest of the ids are typical IDs which only visible to corresponding user.
If ADMIN User they need view entire ID’s irrespective of Indicator. For Region user they need to view other than Y indicator value
(ID <> Y)
Rest of the user will visible with their own entitled Ids (3004/4500)
Finally I need to have a table that should contain a table like below
Section Access:
USER | ID | KEY1 | KEY2 | IND |
I need to use above table with in section application which will connect my rest of the tables in data model. So my final data model should be like below

I believe USER_ID shouldn't have an _ in it, it should be 'USERID'. For the admin, leave the ID Blank, and they should be able to see everything. For Region, you need a row for each region id they need to view. Best wishes!
