implementation of section accesses by normal scripting and through publisher also it can be implimented which is better generally how it is implemented.
what should be done in scripting and what part should be in server.
it really depends on ur userbase and your org-user-structure.
if you have 20-100 its easy and fairly ok to maintain SA tables in Publisher.
if you have userbase bigger than that its better to look into alternatives like excel sheet/ creating table in ur SQL serevr or other data source... its easy to maintain that way.
