Selection doesn't work as usual when "always 1 selected value" + section access

I have a very strange (and anoying) behavior with QlikView 11 SR 2.

Here is my script:

  Cities:
LOAD * INLINE [
Country, Region, City
USA, Texas, Austin (TX)
USA, Texas, Dallas (TX)
USA, Texas, San Antonio (TX)
USA, California, Los Angeles (CA)
USA, California, San Fransico (CA)
USA, California, Sacramento (CA)
];

My application is 3 list boxes, but I want the Country to be always selected.

I select the "California" Region:

I select the "Austin (TX)" City. Because "Austin (TX)" is not in California, my selection is done on "City", and removed from "Region":

--> This is what I expect from QlikView.

Now, I add a section access in my script:

Section Access;
LOAD * INLINE [
    ACCESS, USERID, PASSWORD, GROUP_COUNTRY
    ADMIN, ADMIN, admin, ALL
    ADMIN, USA, usa, USA

LOAD * INLINE [
GROUP_COUTRY, Country

];
Cities:
LOAD * INLINE [
Country, Region, City

USA, Texas, Dallas (TX)
USA, Texas, San Antonio (TX)
USA, California, Los Angeles (CA)
USA, California, San Fransico (CA)
USA, California, Sacramento (CA)
];

I select the "California" Region:

Now, I select the "Austin (TX)" City, but... nothing happens!

I can't select my City while I don't have unselected by myself the selection of Region.

Since, even if I remove the "always 1 selected value" on my Country listbox, I have to remove by myself selection before doing new one.
