Separating Data and the final report/dashboard

Is it always good practice to separate data and the final dashboard by having

one QVW file generating QVD's,

one QVW file simply reading those QVD's to use in charts?

In general, what would be your rule of thumb for deciding how to separate QVW files to create different tiers?
