TFS and permissions issue?

We are using the whitepaper and trying to add our QV applications to TFS.  The problem is I'm set up as an administrator on TFS, yet when added the document to the workspace, I'm not permitted to change permissions to make it a public workspace.  We have multiple developers working in these, and they get errors since I can't share this workspace.  I had two other TFS administrators try to add QV to TFS, and they got the same results- the workspace doesn't allow any changing of permissions.  Anybody have an idea of what settings or changes I need to make when adding the document to TFS to allow for the workspace to be changed to a public workspace?
