To show non associated value in straight table

Hi all,

I want to show non associated values in straight table.

Sample file is attached

Every Emp is associated to all the dept

I want to get those emp which dont have a dept, If I select Engg -- a,b,c,h emp are associated to it

but I want to show the non associated emp.

so required output will be

Emp	Count(disticnt empid)
d	1
e	1
f	1
g	1
