My user is unable to the see dashboards when he login into access point.
He already downloaded IE plugin and tried still getting blank .

Have you granted your user with read rights in the documents on the file system?

Check the server where your apps are stored.
Normally is a Windows Server whose name can find out from the Access Point link:
http://<SERVER NAME>/qlikview/index.htm
