User can't share a bookmark with other user

I have a user that can't share a bookmark with other user.  only him and the Admin can see this bookmark.

I guess it is because the share bookmark with other uses is inaccessible for him. 

How can I solve it?

( The allow server objects check box is also on )

from the QV Help:

Share Bookmark with Others

Provided that a personal server bookmark is created, marking this check box will immediately share the bookmark for use by other authenticated users of the same server document. It is possible at any time revoke the sharing by deselecting the Share check box in the My Server Bookmarks page of the Bookmarks dialog.

So, would need to use the 'Open in server' option from QV Desktop OR create the bookmark via the Access Point
