Values do not display in chart

There is a cyclic dimension in a chart: years / quarters / months.

A chart consists of 3 graphs - 2 line and one bar (attached).

It shows values on graphs when dimension is years of quarters.

It does not when it's months (screen attached). What is wrong? Is that a QV bug?
