Why doesn't the line come down to 0 on the Line chart?

I have used it to make Line Chart. 

The red ticked value equals 0.

Why doesn't the line descend to 0?

Hey,

In "Data Handling", you must check "Include 0".
Except that I think that here the value for what you have underlined is not 0, but it is null (it does not exist). So there is no value for some measures on the red tickets.

I need a sample so that I can see how to correct the problem.
