One qvw-file (2700KB) is published on ther server. 5 users are granted access to this file.

Variant2

Five copies of one qvw-files (2700KB) are published on ther server. 5 users are granted access each to his own file.

No, there shouldn't be a problem. The file is small, and the number of users is small. It will work one way or another, but the first option is more efficient.
