not exactly - you cannot create a mouse-over-action as such - except maybe using a macro, I don't know - but you can do approx. the same by moving the object itself to the background, then creating a button (layer "normal" or "foreground"), selecting "Picture" as a style, setting the transparency to 100% - then it will be invisible, but still clickable.
To move and resize it, you have to activate a border so you can see where it is.
