cannot get y-axis scroll bar to display on horizontal bar chart

I have a horizontal bar chart (dimension values down the y-axis).  I cannot get a scroll bar to display on the y-axis to scroll down the dimension values.

What is the trick for that?

Enabling the x-axis scroll bar fixed it - Missleading - on a horizontal bar chart, dim values are on the y-axis
