custom vertical bar chart in a straight table

hi guys,

our customer is requesting a custom bar chart (see the pictures) in a straight table:

The bar chart is vertical, has a target (goal) line and bars are color coded whether the goal was met or not.

I can easily design something like that as a standalone combo chart but I cannot figure out an easy way to do this within a straight chart.

So far I've tried

1) mini-chart - very limited, cannot do a target line

2) linear gauge - every gauge is a separate column in a table, 12 columns total. It worked out great but the gauge is horizontal and i need it to be vertical.

Any other suggestions?

The row's I'm assuming are dynamic and not static?

i haven't tried it but was just thinking - why not use actual bar charts and clean them up to look like the requirement? let me see if i can cook up something.
