freeze a table

Hi I've created a table with som colums an rows.

Now I want to freeze this table so the end user is not able to change the table layout (Expand or collaps the tables)

Who knows how I can do this?

Put a transparent text box on top of it.

I've two tabels 1 i will fix the second I wil be able to colaps for the user. like the picture.

The shown table should be fixed the othe should  changeable.
