grouped bar graph

i have three fields

locations- contains names of places say - india, us, uk, china and many more

level 1 - contains yes, no or maybe

level 2- types of accident like car accident, bus, bike, truck and many more

now i want to make a grouped bar chart which counts number of accidents of each type at different location with the condition that level 1 is always yes

i want them to be sorted properly..

wat i am trying is::

Dimension: Location and level 2

Expression: if(level1='yes',Count(level2),)

and sorting it with

Location: a to z

level 2: same expression(Descending)

but it doesnt work... i find gaps in betwwen cluster and the sorting is also not in order
