I don't know, what for a explanation you want to have, but:
A day has 24 hours and 24 * 0.5555 = 13,332, so hour ('0.5555') returns 13.
Or: 0.5555 = '13:19:55'
So, the hour is 13 => hour('0.5555') returns 13
the minute is 19 => minute('0.5555') returns 19
and the second is 55 => second ('0.5555') returns 55
