Seems like you are just dividing a Time duration by another time duration. Is it not working? What is the issue?

Seems to be working for your sample in QV. But I am guessing there are other factors in your actual app which might be causing the issue.
Could be that the field you are using are timestamps and not just time?
added my screen shot in above post,could u see that?
Can you try this:
=Interval#(Budget, 'hh:mm:ss')/Interval#(Actual, 'hh:mm:ss')
the sample is working fine for me also- e is
no difference..still getting like same as above my screenshot % val.
without tested i placed sample..sorry,attached actual screenshot above.
