Yes, Hierarchy creates multiple Hierarchy columns in Qlikview  but hierarchy belongs to will create a single top level parent Hierarchy column.. so in order to implement the section access with Hierarchy you need to link the top level column i.e NAME1 column which will be virtual in Qlikview...

try like this

first create Hierarchy and then create a resident load and extract the NAME1 column and create a link field using this in Section access
