In the presentation settings for a linear gauge there is a show scale checkbox. I have that checked. Where should the scale show up? I see not scaling information with "Show Scale" selected.
Make sure you have Show Labels on Every checkbox checked in that section on the Presentation tab of the dialog and that the number is something greater than 0 (you probably want 1) next to Major Unit.
Ran into the same problem when using linear gauges in a pivot table. By increasing the "Wrap Cell Text Cell Height" to 4 in the standard chart-properties presentation tab the scale show up.
