It is changing, but the values for "resource" are pretty much the same for all of your quarters for all of your divisions. It's an error with your data model. Create a straight table with Division and Quarter as your dimensions and Sum(Resource) as your expression and you'll see what I mean.
There are a number of solutions relating to your data model, you'll need to look at how you're joining the data and what granularity it loses as you're joining them. How is the data meant to relate?
