Developement in QlikView is desktop based but the deployment and distribution of QlikView dashboard is through web

also,you can see QlikView dashboard through web url

When you use Qlikview Desktop to development, you´ll have a same of features.

So, you can use a QVW with data model and develop under Qlikview Access Point with IE Plugin.
