A single server-licence could be only active on one system at the same time. This meant you would need to switch off one system before you could start the other and it won't be very practically to build an useful workflow from dev (to test) to prod. For this you will need to purchase a test-server licence or a second server licence.

A test server license is not free. It costs half as much as the corresponding server license. And you won't need any CALs as the number and type of CALs of the production server license is automatically included.

A VM won't be useful to bypass the licence-conditions neither technically nor from a legal point of view. The only way is purchasing further licences whereby it mustn't be mandatory a test-licence. A second server licence could be through further CAL's, the possibility a licence lease and in certain fallback-scenarios a useful consideration.
