I am not sure what the planner is, are you talking about a scheduler, like the Windows scheduler?
I know of no limitation regarding personal Edition using the Windows scheduler to do a reload, but haven't tested this.
You would need to write a one-line batch file which includes calling the QV executable and using command line options for a reload, then schedule the execution of this batch file in your Windows scheduler. There are a lot of threads covering this topic, e.g.
