Hi, this is just my humble opinion.
In general when you use a hierarchy, they are fixed. I mean, you cannot change one member of a level for another level as this is not the logic of a hierarchy. Besides this, neither Qlik nor any other tool will manage your hierarchy in a dinamic what as you want. You need to tell them all the members in the hierarchy and the level foreach member.
I reacommend you use the function HIERARCHY (check the help) so you can use everywhere in your application.
