unlock field, clear field actions do not work

I have fields [Year] and Week Ending]; they default to Locked

the unlock field, clear field actions do not work

what am I missing?

¿Do you have any triggers in your app that could be affecting those fields?

to clarify the issue I created a button and am using the Button actions; Triggers are on Document and Sheet Open & Close events; correct?
