i want that every time that the user open the model it will reload.
or to allow a user to do reload.

Unfortunately an user cannot reload a published document even if trigger is possible (think to what will happen if 100 users open simultaneously the document and it reloads)
Configure the reload task on the server to run frequently. How frequent is your reload task running?
With QV server, the server is responsible for reloads not the user.

This is not standard default QlikView functionality, but you can do this with various extensions, API & EDX calls, as long as you are proficient with implementing them.
I'd suggest you step back and look at what the Users need to achieve. Quite likely a daily, maybe hourly, scheduled reload could be the best way forwards.

If it is just one user, then would you be able to give him the QV Desktop software, leasing a licence from your QV Server, then he can reload as and when he feels the need to do so ?

You can do that with a batch file, that reloads the document, you can find examples in the community
Do you have a Publisher license?
In QlikView Publisher, there is a concept called "Document Administrator". A Document Administrator can be granted access to the QMC, where he/she will only see the first two tabs. In those tabs, a Document Administrator gets permission to inspect specific documents and start corresponding reload tasks. Nothing else.
