For those who also have this issue, @johncaqc's response helped point me in the right direction. I had a similar issue where I had a production and test Jade environment on the same server, and it appeared they were setup the same. So this was really driving me crazy.
Turns out the firewall had been used to lock it all down, and the production port had been opened but the test had not. So your firewall settings could be a good place to check
