Filtering data in alternate state on opening a document

I have two tables for comparison in which i have alternate state on second table. I am restricting data on the basis of user login. How can i restrict data on this second table which has alternate state when user opens a document? Currently even if i restrict user for a particular region the table shows complete data.

I created a small sample for you. While opening the dashboard it will select "Nov" month as the default for the alternate list box. Hope this helps...

Try to restrict the user using section access for the 2nd table as well,

Alternative states are UI Feature , you cannot filter data based on the state specified.

Its working on my client but however it doesn't work when i open it through Internet Explorer. Any idea about this behavior?
