I understand you can only do this with Section Access: http://community.qlik.com/forums/p/21040/80800.aspx. The setting in User Prefs is just the default appearance but users can still override it with the checkbox. Plus you would need to set that for each user individually as it won't auto-propagate to all your users by itself.
