Does the user have Excel installed?

You have to use Plugin as client to get this to work. WebView (Ajax) doesn't work.

Within the modul security (left side of modul editor) you need to enable system access to create an excel-application.

Nicholas,

Go to editor  window and select the security level that’s required: “System Access” and “Allow Access System”.

When you opened the app the first time, did you get a dialog saying something about security?

If so did you check the third one (bottom)?
