I'am doing a chart like this:

I don't know how to make the green and blue background boxes. Any suggestions?

Here's a visualization suggestion. The point of your graph is to see which items fit into 1 of 3 categories, but when I look at the graph, I do alot of work with my eyes to see which bars are above the second line and then look down to see which item the bar corresponds to. I think that in additional to the lines, it would be alot better to change the colors of the bar. For example, give a dark blue color to the bars that are below the first line, medium blue to the bars in between the lines and a light blue to the bars above the second line. In that way it is easier to see the name of the item and in which group it stands in the same glance. You can then look at the bar to see it which extent it is within each group.

There is not a way to do this directly. The easist workaround is to make reference lines (Presentation tab) on the boundaries of your area.
A messier solution is to create a second graph that goes under of the other (made transparent) that has a stacked bar with the different colors according to number limits you define.
