Do you meant "User Notes" means the one that user created in his last session?
or you want show some notes, more like a alert message when user first opens up the document from accesspoint?
Yeap! I meant "User notes". There is a button at access point "Show/Hide notes". I am searching a way to show those user notes (if their exists) to user at open document instead their be hide. After that if is possible, a way to mark some notes as readed to do not show it again.

There is an alternative but not the perfect solution. When the notes are added we can create the bookmark and send it an email from the AccessPoint. Not the Perfect solution but sometimes helpful
You can use the toolbar or use the Right click on
1. Add Bookmark option to create the bookmark.
2. Mail the bookmark option to email the bookmark link.
Once user receives the bookmark in email he has select the show or hide notes to see the comments.
