Even if you play with the max memory. Windows will never give you more memory than 2 GB on a 32-bit system and the 2 GB it uses should be physcial memory and not virtual memory.
My recomendation would be to publish and reload the document on a 64-bit system. You can still develop on the 32-bit system if you create a QVD that is a subset of the total data that can be handled with less memory. For example, in the QVD just store data from one month, one year or just a couple of tester. You could slice the data in diferent ways depending on the reports that you want to develop on the 32-bit system.
