Please help me on rangesum expression

The below range sum is wrongly displaying cumulative totals. The total count is taking as initial jan value and cumulating until Nov. Please help

rangesum(above(Count({<[TB_MASTER_CALENDER.Year]={"$(=$(VSelectYr))"},[CASE_xxx.COUNT_CASES_MM]={'1'}>}
[CASE_xxx.CASE_ID]),0,rowno()))

Please post a small QS app that demonstrates the problem and explain why you think that's wrong. What's the anwer you expect?
