Set Analysis, AGGR or other ?

I have the following table of postcode areas, with their closest postcode areas, and their adult population.

P/C Area, Near P/C Area, Distance between,  Adults

IP	CO	15	100
IP	CM	30	100
IP	SS	50	100
CO	CM	10	130
CO	EN	30	130
CM	EN	14	120
SS	WF	18	320

I would like to create a chart which lists each P/C Area, with its nearest P/C Area and the population of that near Area, eg.

IP, CO, 130

CO, CM, 120

I have tried and failed to create an expression for the Adults column using set analysis, aggr and other things. So any advice is welcome.
