There is no access to cell values in the regular UI and through QlikView functions and expressions. However - Macros - that most people avoid as it is a legacy feature that does not exist in Qlik Sense - can access cell values and do what you ask for.
There are other pitfalls of using Macros that goes beyond the legacy nature. They might hamper efficient execution as they are single threaded and will not allow the QlikView calculation engine to run at anywhere close to its potential speed if used in the wrong way.
