Bar Chart where axis crosses at 1, bars below are green, above are red?

I'm trying to build a bar chart to show an Observed to Expected ratio.  Above 1 is bad, so bars should be red.  Below 1 is good, so bars dipping below axis should be green.  I can't quite find a guide or instructions on how to accomplish this.

I have a yr-qtr dimension for the x axis.  The value examples for the y axis are such as 0.89, 1.05, 0.96 etc

Any help?

Figured it out lol.

Had to subtract 1 from my ratio (ratio-1)

had to offset my expression by 1

had to color based on expression.
