Set Analysis Date Range

I'm trying to get count of employees who joined during specific dates. I've created date variables vStartDate and vEndDate. what ever I enter in the dates the count always shows zero. Please help, what am i doing wrong here.

Count({<STARTDATE = {">=$(vStartDate)<=$(vEndDate)"}>}EMPLID)

May be try one of these

1) Count({<STARTDATE = {">=$(=vStartDate)<=$(=vEndDate)"}>}EMPLID)

2) Count({<STARTDATE = {">=$(=$(vStartDate))<=$(=$(vEndDate))"}>}EMPLID)

Unfortunately, both didn't work. I really can't figure out why it is not working.
