We applied the Publisher for our QV 11 server, and we found there is no alert email if one job fails. I have set the recipient in the Alert Email Box.
Could you help me out?
Apart from setting the recipient, you need to specify a valid email server in the QMC, System, Setup, Mail Server.
Try from there to send a test mail and make sure it gets to the Inbox instead of the spam filtered folder or so.
Make sure that in the QMC, System, Setup, Distribution Services, General tab, the Alert E-Mail at the bottom is also checked for the folder.

I have clicked the Tested email button, it works, but I can't get the Failed reload email still.
Try overriding thet by setting "send all e-mails to" and check the task logs to see if they log any error in the mail.
I set all e-mail to this option, but when the job is failed, I still can't get the email... but the test email works.
The task log shows: Warning: Failed to send mail to XXX
I had the same problem, the cause was the antivirus (McAfee). you can try to disable but I think that you should remove it.
