Allowing user resize/move of sheet elements in AJAX

My QV application is being delivered via AJAX through the QVS.

Currently, when I open a document as a user, I can minimize/restore items as I would expect, but I am not able to move or resize them.

I seem to have a vague recollection of somehow turning this off somewhere, but I can't seem to find where I might have done this.

Is this functionality available in the AJAX client (in 9)? Or did I totally hallucinate it?

On my QVS, Ajax client can move objects by dragging the caption. The Ctl-arrow technique does not work with Ajax, but it does with Plugin.

Each object has a Allow Move/SIze option in the Layout tab.

The Server has a global "Allow Moving and Sizing Objects" option in the QVS settings, Document tab.
