Can I limit session CALs to a subset of users?

I have a client with multiple departments. If department A pays for 10 sessions CALs and department B pays for 5 session CALs can I limit the department B users to only the 5 session CALs they paid for?

I dont think that is possible today without splitting the environment into multiple servers.
