My server is low performance now. And I notice that qvwebserver has a heavy load. Can I install 2 servers, which one installed qvwebserver and the other installed qvs? And how can I reduce load in server but not clustering.

No, you just need 2 licenses if you keep the QVS on the machine that serves as Webserver running...what you should do is stop the QVS in the service control.
I have only only license, so I CAN'T run Webserver and QVS in 2 servers, can I?
You can run as many webservers as you want, even on different servers, it's not a licensed component.
You can only run as many QVS as the number of clusters nodes in the license or as the number of different server licenses.
My problem is : I set a webserver(qv buildin webserver) on serverA, and a qvs on serverB. The webserver service and qvs service are running. How can I let the webserver point to the qvs? I tried to edit the config.xml in addcluster tag. But no use. Cloud you please help me about this? Thank you.

You need to configure the web serve first, then point to the qvs in the web server settings.

I set the web server as your qvws1.png. But system said : Can not connect the http://loacalhost/..../accesspointsettings.aspx

Have you considered getting help from a qlikview consultant?
I have called the local reseller about this. The answer is you have no such lisence to do this. The only way is to buy a cluster lisence. I read qvs documents, find no such requirement.
I think it can be done without liscense, but I don't know how. So I come to the community to find some one who can help me to finish this.
