QlikViewのpersonal edition(無料版)を個人的に使用しています。
Qlikserverに置いたら他の人にも展開できるという記事を見たいのですが方法が分かりません。

どうすればよろしいでしょうか？

また、Qlikserverに置かずに展開した場合は利用規約違反などになったりするのでしょうか

You can send any dashboard that you develop/design to anyone. However, they will generally need to have a licensed version of QlikView to be able to access it.

And, yes, you can definitely deploy the dashboard to a QlikView Server, but you would need to have a QlikView Server first.
That is a on-premise installation that requires you to buy a server license.

You can contact our Sales organization online to purchase QlikView Server as well as QlikView Desktop licenses.

It would not violate license agreements to share a .QVW file with others without a license, but they wouldn't be able to open or access the file. Please see the Qlik Support article "QlikView Personal Edition FAQ" for more information on QlikView Desktop Personal Edition.
