I am working on Qlikview as a freelancer, can I apply for the certification or should I be working with a Qlikview partner ?

So I think. Easiest way to verify this is to contact your local Qliktech.

I work for partner and I'm certified. But there are also customers who have certified developers.

Yes, the Certification is open to everyone. Here is a link that will give you more information on it. The System Administrator Course is being redone at this time.
