I don’t finish understanding how this
works.
Do I have to list all the occurrences of
the field that reduces data in the section access, even when I didn’t check Strict
Exclusion, and I use the star as a wild card?
Accessing as ADMIN, A, A, *, should list all the PLANTAS, but SEVILLA is not there.
I attach example. USERID and PASSWORD
are A;A, B;B, … They are in the excel file.

you listed only

I’d swear in older versions, unchecking the Strict Exclusion would do it.
Then, what is that check for?

I second it - star is for all listed values, not all values. Remove star, leave it blank:
