User is set to Quarantined until (UTC)

I am runnig Qlikview Server version 9. Certain users are listed in the QMC as quarantined until HH:MM:SS and they are getting the message "Access denied. The server has no USER CAL for your account. Please contact your system administrator." We have a 100 user Q4C license with only 58 users listed in QMC. The Allow Dynamic User CAL additions is not checked.

Why would a user be quarantined until a certain time?

When users who have been issued a Named User CAL are marked for deletion in one of the management consoles and the user has been active recently they get quarantined for 24 hours before being removed from the list.
