What is meant my "Publish" in the qlikview architecture? Does it mean ready to access in server ?

Publish means you are distributing it to the users.

The data will get reloaded into the app and you will just publish i.e distribute the app to the users to view it...

Not only to distribute... Apply the Access Control (Access Right) to QVW and distributing the QVW to the authorized user using Qlikview Publisher using Qlikview management console

It depends on a couple of things.

Will the users be accessing the model from the access point / are you using Qlikview server ? if yes

-To "publish" basically means to copy the model to the QVDeploy folder on the server. Then set up the reload schedule for the model on the Qlikview Management Console.

If there is no server used and the user will be accessing the model from personal desktop version of Qlikview ( licensed and not personal edition) ?

-To publish in this instance basically means to reload the model and give the user a copy of the model to use in a commonly shared location or on the users computer.

Hint : Make sure the permissions are set up for the users. Also if you are going to make use of permissions on the server make sure that Qlikview has access/permission to the model to be able to reload it.

Publish pertains app, is ready to use/view by the users.

When you publish an app from the QMC, the owner's app is moved from the Work folder to the Published folder and is marked with a stream icon (ã) to indicate that it has been published.

Apps can be published, republished in different streams.

Process is different, based on Qlikview, QlikSense.
