can some one help me read my raw data file into QV ?

I have try to use the QV to read the 2 encloed raw data , fail. Hope some one can share with me. Enclosed is my data.

I think this is not flat file. It encrypted already. I think QlikView cannot read file content until you decrypt with original tool.

Did you know what is written in the file? It looks like a file with fix byte for each value. If it is binary file you must convert it, if it is fix part for every value converting is simple using java or c++.

With a Hex editor you can see that every entry from name to name is same lenght
