I did office 2007 installation on DEV server and server req reboot of the server, so I did it
Now, it shows that one of the service is not running, in that case what should I do? Do I need to restart it again?
If we go to QEMC-->Status-->Services-->QVS@DEVserver, it shows the message as "No valid document directory set" and its status as off duty.
Please help me

I am not able to find "IIS Admin Service" in the services

What Server Operating system are you using?
Do you have more than 1 pc/server running QVS service on your network with the same license? As Miguel mentioned it could also be because of a clustering Issue.

You mentioned above about a DEV server. Do you have more than one QlikView Server instances running in your network (even one in your computer for testing and the other in production)?

What does the log files say? Up the verbosity to High/Debug on the QVS settings and restart the service. Post any warnings, errors and/or informational entries that might be related.

As I said I had a problme with "QVS@DEVServer" only. So everytime do I need to restart only QV server or other services too ?

For "two servers in the same network with the same license number" here do you mean license no for server like for De & Prod, if yes then my answer is no.. We have diff licenses for Dev & Prod.
1 more point as you said "Make sure there is no more than one server in your network", colud you please eloborate bit more.

What I mean, based on the "Off duty" error, that usually comes up when the same non-clustering license is used in more than one server, is that you need to check both DEV and PROD servers in the QEMC, System, Licenses, QlikView Server, QlikView Server License, that the license number is different.
Check as well log files in debug level as suggested by Stefan below.
